You are free to do with whatever you contribute to Ninja RSS Syndicator.

As far as I know there might be a new release of Ninja RSS Syndicator soon.
This release might as well contain the needed default English language ini.
At this time I can't give you a solid timeline when the next release will come out, I'm sorry.
Just try to check back regularly in order to find out.
For now, you can create a new blank ini file called:
[language tag/code]-[language tag/code CAPped].com_ninjarsssyndicator.ini
like so:
zh-CN.com_ninjarsssyndicator.ini (baijianpeng's case)
fa-FA.com_ninjarsssyndicator.ini (debugger's case)
Then write all the English strings you want to translate.
The strings must be written in capitals and the translation in non-capital.
Beware that you have to include commas, dots, explanation marks, question marks, (semi) colons, etc.
Some strings may not be translatable due to hardcoded text.
Example:
FEED NAME:=your translation
RSS DESCRIPTION=your translation
PROVIDE FEED AS RSS TYPE:=your translation
And so on...
Important: You need to save the ini file in UTF8 format!!
Upload the file to /administrator/components/language/[your native language folder]
