I installed Ninja RSS Syndicator on Joomla 1.5.22. When I try to save a new feed or update any settings I get a message that just says Error Saving Settings or Feed or what ever, very unhelpful. Can you give me a direction to look to troubleshoot this issue?

Usually, this can be caused by certain server misconfigurations, like incorrect write permissions, or a failed installation.
What I can suggest first is that you have to upgrade your Joomla version to the latest stable 1.5.26.
This will eliminate possible Joomla core failure and improve overall functionality.
Afterwards try to uninstall Ninja RSS, clear Joomla's cache and re-install Ninja RSS again
Then you have to check if your folders have write permissions.
To do so, from the menubar in the backend browse to Help > System Info > Directory Permissions (tab).
Check if every folder is marked green and writeable.
If not, you have to contact your host and ask them what to do about it or let them fix it for you.
An alternate way is to use the FTP layer function within Joomla. See Global Configurations > Server (tab) > FTP Settings section. Fill out the fields and use a toplevel FTP account provided by your host (usually it's the same account that you've used to upload your Joomla installation).
By using the FTP layer you will override certain permissions from Jooma.
